No. Vilemaw's Lair's restriction — "Units can't move from here to base" — overrides Emperor's Divide's move instruction, so the units stay put.

The spell is still legal to play, but on resolution the movement instruction can't be followed and is ignored (per the "can't beats can" rule, Rule 356.3.e.6). The spell resolves with no effect on those units. This applies to any spell or ability trying to move units from the Lair to base — the restriction only blocks moves to base, so moving them to another battlefield (e.g., via ganking) remains legal.
