If I have Siphoning Strike and it gets Rebuttal, when Mel makes a new decision will she do 4 DMG or 7 DMG based on her rune?

When Rebuttal resolves and the [A] is paid, control of Siphoning Strike changes to the Mel player, and she "may make new choices" — but those choices are limited to locations, modes, destinations, and targets (Rule 752.1). The 4-vs-7 damage check is not a finalization choice; it's a condition evaluated when the spell resolves, and "you" in the spell text now refers to its new controller. So: if Mel controls 7+ runes when it resolves, it deals 7; otherwise 4. She does pick a new target for it (a unit at a battlefield), but the damage number is automatic.
